OBC का पूरा नाम Other Backward Classes होता है, जिसे हिंदी में अन्य पिछड़ा वर्ग कहा जाता है। यह भारतीय समाज और संवैधानिक व्यवस्था का एक अत्यंत महत्वपूर्ण हिस्सा है। इस श्रेणी के अंतर्गत उन समुदायों, जातियों और सामाजिक समूहों को शामिल किया जाता है जो ऐतिहासिक, आर्थिक, सामाजिक और शैक्षणिक रूप से पिछड़े रहे हैं।
इस वर्ग के उत्थान के लिए साल 1979 में मंडल आयोग (Mandal Commission) का गठन किया गया था, जिसकी सिफारिशों के आधार पर देश में सामाजिक समानता और न्याय सुनिश्चित करने के लिए सरकारी नौकरियों और उच्च शिक्षण संस्थानों में ओबीसी वर्ग के लिए 27% आरक्षण की व्यवस्था लागू की गई।
ओबीसी श्रेणी को मुख्य रूप से दो भागों में विभाजित किया जाता है:

क्रीमी लेयर (Creamy Layer): इसके अंतर्गत वे लोग आते हैं जिनकी पारिवारिक आय सरकार द्वारा तय सीमा से अधिक होती है। इन्हें आरक्षण का लाभ नहीं मिलता है।

नॉन-क्रीमी लेयर (Non-Creamy Layer): इसके अंतर्गत आर्थिक रूप से कमजोर परिवार आते हैं, जिन्हें आरक्षण और अन्य सरकारी योजनाओं का सीधा लाभ मिलता है।
इस वर्ग में अधिकांशतः किसान, मजदूर और पारंपरिक कारीगर शामिल हैं। सरकार द्वारा दी जाने वाली विभिन्न छात्रवृत्तियों, आयु सीमा में छूट और आरक्षण जैसी कल्याणकारी योजनाओं का मुख्य उद्देश्य इस पूरे वर्ग को समाज की मुख्यधारा से जोड़ना और देश के विकास में उनकी समान भागीदारी सुनिश्चित करना है।
